Therefore, this sections off the people preventing a world democratic state, and the defining characteristics of the players in world government are not the people but the power the state&#8217;s themself have.  These borders must be slowly deterioted until there are none.  Then democracy can happen, and there can be a world government.  Steps cannot be skipped for this to work.
